This service utilizes one of the industry's most advanced, 100% digital, fiber-optic
networks. To be eligible for this service, you must have a billing telephone
number that is listed in your name (or the name of your business) with the Local
Exchange Carrier (LEC) in your area.
 If your long distance calling involves no international calls, we highly
recommend the Spectra W 1011 plan which offers 3.5 cents per minute on
interstate calls. If, on the other hand, your calls consist primarily of
international calls, when then recommend the Spectra-W 1010 plan. This plan
offers terrific international rates while interstate calls are billed at 4.9
cents per minute.

Note:
This service charges a $2 administrative
fee that is applied to your monthly invoice. The $2 fee, however, can be waived
for customers who choose to have paperless billing and retrieve their monthly
invoice via the internet.
Primus customers who make calls that originate in the USA
are subject to the Universal Services Fund (USF) - a 9.25% surcharge added to
the cost of those calls. The USF is a charge that major long-distance carriers
have to pay to the National Exchange Carrier Association to have universal phone
service nationwide, even in rural areas. The surcharge appears on the Isterra
invoice under "Taxes and Surcharges" as "Universal Service Fund."
